So what you're saying is that you pull four 5*s after pulling silver from free gacha or it is all your used luck for 2017?

Recent. They apparently FINALLY remember the existence of character quests. Took them into 2017 to remember them. GJ

The first CQs in DMM were Nerine, Justicia, Gardenia, and Strawberry. Why we haven't at least gotten Strawberry's by this point is beyond me.

Lycoris and Dogwood were publisher choices. They also made a poll for which girl we want a CQ, so the one after Dogwood should follow the results of that poll. All of the top picks were 6*, so it will probably a while before we get a non 6* CQ.
