Ipomoea thing was probably in jest because fixing her has taken far too long and we're all just waiting for them to be done with it.

Did you ask the question in English or Japanese? It's not hard (just time consuming) to pre-translate your question into Japanese for them, then translate their Japanese response back to English. Much more likely to get an answer that way.

Still skeptical but use my imagination is what the artist offers. ¯\_(-_-)_/¯ Why not a full catgirl I have no idea, considering Setaria acts too much like a cat and even didn't stop acting at all.
