If I understood it right, it would imply a chance (to some degree) to draw a higher rarity girl from a ticket (e.g. 5* for 4* ticket, 6* for 5* ticket).

It seems like they'll be implementing those tickets in the future or something, but for now, we're stuck with the guaranteed ones.
