Should count regardless of whether you voted or not. So I'd advise going on that chat thingy and see if you can catch Nameless (or just hope he's reading this).

My rewards just arrived! Perhaps the dev's are doing these manually. Not sure.

My guess is that they do rewards in sign up order, higher your FKG number, later you get them.
My guess is based on the fact that my number is only in the 200 mill bracket and I always seem to get rewards early.
