No those arrows are 100% RNG and thus the only way to 3* maps is to keep trying them till you get it. Having said that, many are much easier than others to get 3* on. If you are talking about the campaign maps then most from 1-9 are easy enough to 3*, 10+ are not so easy and a lot of people just give up on 3*ing the campaign and just farm 12-5.

Got curious and checked my own progression. I still have not 3* 10-5, 11-1, 14-2 and 14-3 but all the others I have 3* on.
