Freemium game players will simply move to the smaller browsers which will support Flash the longest. For example, Puffin (now also available for Windows) will support Flash at least till 2020, and it wouldn't amaze me at all if some other small bowsers would maintain support for even longer. It's not like anyone could even force the smaller developers to drop support, but there is opportunity for these smaller developers to, at least temporarily, increase their market share.
You... don't need any kind of new app though? Existing browsers run flash games. If browsers try and kill compatibility with something people will change browsers or use an older revision. Although I wouldn't be surprised if someone forked pale-moon or something and optimized it for flash. May have already.
