It's random, only the girl giving the buff is guaranteed to be one of the recipients of the buff as well.

I always thought it was the team order.

My own observations have been that the buffs are, except for the source, randomly determined.

Yep agreed, RNG all the way. I've seen this happen with a full team of 4 inc self, had one girl reach over +100% a few times but more often than not they stayed at 70%ish each tho a few times I also had one with 20-30% only.

I have now moved away from girls that are not team wide buffs as much as possible for the sheer unreliability of them on a team scale.

I lean towards Knights with squad-wide attack buffs but I'll use Knights with bonuses that also affect 1/2/3 squad members depending on the total attack power boost given. Toad Lily in particular springs to mind; she only boosts three of her four squadmates but +15% attack power with no strings attached is still solid (and she's my second favorite Knight ).

If I had Black Baccara I'd consider using her alongside Kerria just for those rare occasions where the RNG pairs them together for +70% attack power before the other three squad members are factored in.

I don;t mind the 4/5 girls buffed so much, it's the less than 4 buffed that I find unreliable.

Same here. Gladly, those buffs that only affect 2 or 3 squad members become pretty uncommon for 5* girls obtained from Gacha (while it is pretty common for event girls) and almost non-existant for Rainbow girls. Even if the buff for 2-3 squad members tends to be higher than a similar buff for all members, I rather have Alpinia with a guaranteed +20 ATK buff than a flaky 30% ATK buff.
