Put two squads in the top camp, two in the middle camp and one in the bottom camp. Whichever top squad reaches the second arrow tile first will need to be fast enough to reach the top right pest before any other squad finishes the stage. Similarly, whichever squad is in the bottom camp needs to be fast enough to reach the bottom right pest before any other squad finishes the stage.
With that set up the only way RNG will prevent a three-medal clear is if the middle squads don't split up at the random tile.

Put two in the top camp and three in the bottom camp, which provides two chances at each random tile. If everything goes right at least one of the top squads will head north at the top random tile, two of the bottom squads will split up at the bottom random tile, and the remaining squad will not hit the finish line until after the bottom right pest fight is cleared.
If the fastest squad ends up taking the bottom path that certainly helps since the bottom right pest fight takes the longest to reach.
