I'm not sure if I'm mis-remembering this, but I think last event there was a salt ticket from treasure rally itself. Like besides the one you'd get from the Challenge Stage.

Indeed, the previous event gave one ticket from the challenge stage, and one from the treasure rally phase 2.
I've been looking to getting the same this time but no, they chose otherwise.

I don't think it was "chose otherwise". They gave us that event out of order, remember? My own guess is that at some point they updated their events to do a ticket on it, but our "normal" event routine hasn't gotten us to that point yet. It just looks odd to us because we're not always getting events in order.
