For starters, if you already have a gold dupe at skill level 2+, it might be worth it to use it on them.

Otherwise, I'd focus on the ones that have multi-target attacks, and characters with low %age proc rates (20%). So, NOT Cymbidium, since she already has the 2x skill boost passive.

So that leaves girls like Chocolate Cosmos, Convallaria, Camellia, etc.

Pick your favorite out of those.
