Yeah if I were a Large Mega Blue Whale instead of a tiny minnow whale-wannabe the dressbloom would be a tempting purchase. I'd equate it to the Sakura deal a few weeks ago in terms of value since its basically a rainbow dupe that RNG said no to giving the the skill upgrade.
