Yes, and the other ones should come for event 30 (Japanese Rowan), event 32 (Erythrina) and event 33 (Forget-me-Not).

According to the Event description, the top-ranked Flower Knights will be included in a Special Gacha.

The Gacha event is next month (event 28), with the new 4*.

And I presume you can only get those in the same way as with other gachas, namely using tons of flower gems.
