Im not entirely sure when Kerria bloom came out, but might be something that was carried into the game with Event 46 and is not actually something they intend to release any time soon.

Then I haven't got a clue. Based on the surveys though I feel like they are limited to only girls that were added around the time of the events they are working on.

{edit} I would approve though if they add the buff to the broken unit. I mean Kerria already broken enough, why not just make it stupidly broken compared to the current state of the majority of the units {}
