Uhmmm why should it be Pacific time? They've set their anouncements to UTC for quite a while, and even crudely followed it. The reason they use UTC is because it doesn't have daylight saving time applied to it, which saves headaches for people when those flip around, since DST doesn't change on the same date for every country or even local region. So players (and developers for that matter) only need to adjust when their own DST flips, and aren't affected by both their own DST change and the time DST flips for wherever the server may be.

Some Nutaku games also run assets directly from the DMM servers, making it a pain even for Nutakus developers themselves to keep track of servertimes and DST. Scheduling by UTC times simplifies that as well, and makes it easier to make appointments between Nutaku developers and DMM maintenance crew.
