I'm not 100% certain what it specifically is, but I'm pretty certain it's not a Noh mask; those ones are more human faced and typically display an array of emotions.

My best guess is that it's a Shishi mask, of the guardian lion. They come in pairs (traditionally at temples, tombs or government buildings) to represent Yin-Yang and are often associated with spiritual protection (and loosely, luck). Also, while not directly tied into its origins, the temari balls they hold resemble a patterned design aka the "Flower of Life," so if it is a Shishi mask, that may have played a part in her conceptualization.
