From what I could tell from using the guest party for the current even the boost stacks with other skill activation abilities. I think the "Can't be duplicated" thing means you can't get 6 panels if you have another unit that can spawn rainbow panels.

The heal is for only the team that picks it up. The skill rate buff is for all teams. It'd be useful against super bosses capable of wiping teams, but not whaleship battles.
