As far as getting good value out of your spending, then objectively speaking, steps 1 and 2 are a bargain simply because a normal 11-pull would run you ~$50 vs. $3/$5.
Anyone who wanted to roll would obviously jump on that. If they get burned by it, they obviously don't lose as much money, so they'll shrug and call it a day.
If they were shooting for better results, they would've jumped on the previous deal, or wait for one where they could pick their own gold.
Even previous step-up gachas had $10 steps for a guaranteed gold, not $20. It makes more sense to wait for those.
Again, I'm thinking you're overestimating how impulsive some people are, or generalizing the whale population as "anyone who spends, period".
I mean, fuck, if I got bad NG rolls, I'd sooner use my FGs than spend more cash.
Only got one gold, a dupe of a character that I already have maxed out, out of the first two sets. I would be nuts to go further. I don't mind spending a few bucks for the early pulls but there had better be something really special guaranteed if you expect people like me to go further in step gachas like this.

Anyone feel they lowered the drop rates or maybe they brought them back to normal? Or is normal 11 draws with flower gems still feel the same? I'm not wasting money on these shitty rates.
I've been pulling golds like crazy lately (with the exception of last week's ticket gacha that gave me silvers).
Tons of dupes, but lots of golds nonetheless. If anything, I'd say they raised the rates, but I'll just go ahead and say it's the same 6% as it always is.
On that note, my steps 1 and 2 produced a gold each.
I'm not sure why I was given four Sweetpeas and two Dandelions, but eh, I'll take the smugloli.
