It makes far more sense that the routine that handles the race is simply based on RNG with weighted elements.

I suppose the real question is this: has DMM had reissued swan race events? If so, were those results the same? If yes, then the results are manually set and the Nutaku devs are wasting their time. If no, then the determination is most likely RNG.

Quoting myself here to point out that it's looking like I was wrong; so far the race results have followed DMMs 100%.
