It's saying to bet more than the minimum, so make it 51 to be safe.

Am I missing something? Why spread the tickets around on losers when you could be putting everything on the winner?

Today is the first half of the finals races; betting a minimum of 50 on the winner gets you a premium gacha ticket immediately, but betting 50 minimum on the others will also award other prizes, including 50 LC and a decent amount of gold.
