Yes, it is true. Aplha cards from Event Gacha carry over to the next event of the same type (like, Alpha from Shards 2 are now Beta in Shards 3) while becoming Beta and giving less bonnus than the new Alpha cards.

First: this is Shards 3 event, not Shards 4.
Second: it's only 1800 Shards that you need, since 3 of the girls are from the previous Shards 2 event.
Third: Gambit and Shards events were never kind to not paying players. I used to fail to ge the 50 000 Trophies achievement reward cards in gambits 3 and 4, until i sharted to save all teh Event gacha tickets i get througout the game for using them at the second half of the further Gambit events and until they've started to make top-1000 ranking achievement reward cards from Shards events Special Event SR Cards for Gambit, to help players like me get closer to getting 51 000 Trophies in Gambit, since there were alot of complaints about how impossible that was (i played very hard, and hardly could make 27-30 000 Trophies by the end of Gambit 3 and 4).
Now, i rather suggest using your Event gacha tickets on in the Gambit, but in Shards instead, since even if you get more shards than required to tarde for all 3 new girls, you can always save those extra shards for the next Shards event, or buy some extra Card Reveals, Ex Wild Cards or other items with them, and since you don't get a free SR SEC for Shards event from the previous event.
Personally i now use all my Event gacha tickets, that i'm saving during Elite Guard events for Shards, and use extra E-gacha tickets that i get after Shards events in Gambit events.
By doing so i currently have all the girls from the previous Shards 1 and 2 events, and already have 870 Shards with only 207 offensive wins. (i had only 4 shards saved from the previous Shards 2 event)

The previous Shards 2 event was a bit too short, so they said they will save the remaining shards and transfer them to teh next Shards event "only for this time" so it might not work in the future, while they allowed to trade for the girls from Shards 1 event during the Shards 2 event, just like now we can trade for the girls from Shards 2 event.

Also, Shards is kinda a "mod" for Coliseum event, since Shards event's swf game archive still contains images and other files from the last Coliseum event.
Also, i still have some unused Coliseum gacha tickets from that time in my inventory...

Also, i must say that Shards is still better than Coliseum in terms of chances for getting new cards, since in Coliseum you had to choose only one of the three available Pero Princess girls (cards) and had no chance to get the remaining two no matter what. While in the Shards event you can not only choose which girl you wish to get the most, throughout the entire Event (so you even have time to think, and to look at their descriptions and levelled up images in the game or on our Wiki, when someone gets them), but even get two girls if you play alot as a free user, or even get all of them if you buy/save from the other events some Event gacha Tickets.
though, some might say that there were extra girl cards on the Coliseum gacha boxes, but still, you could choose only one Princess, and had to do that in the very beginning of the Event, without a chance to wait and think more before you make your choice. (while ,most of the time they used to be almost equally good, and in the most cases the choice was a very hard decision, at least, for me - and i failed that trial at least 2 times, when i chose the girls i seemed to like at first, and which were chosen to be the SR by the majority of the players from this website, and later realized i like some other girl better)
