From gathered info, it appears to be not impossible; however, the average drop rate seems to be somewhere between 5% and 10% on Advanced - Toughen Up.

Just got 1 dress bloom from ?-7 earlier. I just need 1 more anyway so i'll just run it again till I get another one or until they fix ?-8, then back again to 12-3 as usual.
