I would say because 12-3 gives you more gold, and also seeds (which translates to gold eventually). Also, there is less RNG involved in getting the chests in 12-3 and you can easily maximise the distance your squads travel too.

I've never farmed 12-4, only 12-3, but ampy drops from 12-3 can happen quite frequently (well, not that frequently, but you know.
