I'd use it on Sakura. Cactace already has an insane skill proc rate so I personally like to boost someone with a lower proc rate instead, but that's my personal bias. Honestly it might be more efficient to just boost Cactace's proc rate through the roof.

Why is this even possible , just wanted 1 lvl100 bloom drake. RNG seriously has a grudge against me.

Don't know if it's any consolation considering an RNG grudge, but the chance of getting a lvl100 from an upgraded chest are only about 15%. Just keep hanging in there, I actually never failed getting up to three of the big guys on one day, even if it sometimes did cost me all my stamina.

Sometimes I just hate low speed and load times. This hits especially hard because of RBs.
