Hmm..who would you use the rainbow skillbloom on between Baccara, Cactace and Sakura? (which one's level 2 skill looks best!)

I'd use it on Sakura. Cactace already has an insane skill proc rate so I personally like to boost someone with a lower proc rate instead, but that's my personal bias. Honestly it might be more efficient to just boost Cactace's proc rate through the roof.
