My first one went to Hanamomo. I passed on giving it to Daisy since she already has a high skill rate at level 1, and her Bloomed form will boost it further.

Probably gonna give my second one to Dianthus, and the next one will probably go to Pumpkin.

Maxing out Alpinia, with both manyus and SkillBlooms. Seen what she does to a boss 1 on 1 with that life drain, and - oh boy.
After that... I think Dendrobium might be a good choice, since it directly playes into her passive self activation buff.
