My first rainbow went to Hanamomo. I passed on giving it to Daisy since she already has a high skill rate at level 1, and her Bloomed form will boost it further. Likewise for Dendrobium.

Probably gonna give my second one to Dianthus, and the next one will probably go to Pumpkin.

As for gold skillblooms, I'm saving one for Anthurium and possibly Sangobana whenever I get around to evolving them, since the former has a criminally low skillrate, and the latter is just plain useful. Not sure who else to use them on.

Been giving them all to waifu Baccara, she hits like a truck with all the ampys she has got so a better activation rate means more havoc on pests
