As I see it, this is a test to see how future code girl daily deals will work, and if we want more like this one then it has to make more money than the atrocious Devils Claw one from a few weeks ago. I don't disagree with what you're saying in general terms, but in this case, I think the devs are having their cake and eating it too:

When Mum first appeared it was the last step in a step-up gacha that costs 8500 NG, with boosted overall salt rates. The -only- people who bought her were the whale collectors; it was a shitty gacha.

Now in her second appearance, Mum is much more reasonably priced.

I don't see this behavior changing; code girls being introduced at exorbitant prices to get the guaranteed sales from the whale collectors, then reappearing later at a more reasonable pricetag. Amusingly, Agave did the same thing, but in reverse: she debuted at 2500NG (and included 25 FGs), then made a later appearance for 5000NG.
