Nutaku is a re-seller and have limited control of the code. However what control they do have is being exploited to the hilt for whale hunts.
As for the "limited" cards at the time they were added revival wasn't an option and they were truly a one time prize you got or lost out on.

As reseller they had a lot of customization: SED boost for Perocolo, Western porn cards (like Sillygirl), intentional shutdown on some features (like assistance at Elite Guard, "fixed" after a lot of shitstorms)...
